扩大内需、释放消费潜力，是推动经济高质量发展的重要任务。相较于收入、房价和消费预期等传统影响因素，消费环境作为影响居民消费行为的重要外部条件，其对消费活力释放的作用仍有待系统检验。基于此，本文从消费环境优化视角出发，构建涵盖经济环境、政策环境、基础设施环境、供给环境和文化环境五个维度的消费环境评价指标体系，采用熵值法测算2011—2021年我国31个省份的消费环境综合指数，并运用面板模型实证考察消费环境优化对消费活力释放的影响。研究发现，消费环境优化显著促进了地区消费活力释放，在剔除异常值、更换代理变量及工具变量检验后，该结论仍然保持稳健；进一步分析表明，这一促进效应存在明显区域差异，东部地区最强，中部地区次之，西部地区相对较弱。本文将消费环境优化纳入消费活力研究框架，并结合多维指标测度与区域异质性检验，拓展了消费活力影响因素的分析视角，为分区域优化消费环境、精准释放消费潜力提供了经验证据。

Expanding domestic demand and unleashing consumption potential are a crucial task for promoting high-quality economic development. Compared with traditional influencing factors such as income, housing prices and consumption expectations, the consumption environment, as an important external condition shaping people's consumption behavior, still requires systematic empirical examination of its role in unleashing consumption vitality. Against this backdrop, this paper, from the perspective of consumption environment optimization, constructs a consumption environment evaluation index system covering five dimensions-economic environment, policy environment, infrastructure environment, supply environment and cultural environment, to measure, using the entropy method, the comprehensive consumption environment index for 31 provincial-level regions in China from 2011 to 2021, and empirically study the impact of consumption environment optimization on the unleashing of consumption vitality by employing panel models. The results show that consumption environment optimization significantly promotes the release of regional consumption vitality, and this conclusion remains robust after eliminating outliers, replacing proxy variables and conducting instrumental variable tests. Further analysis reveals prominent regional differences in this boosting effect: strongest in the eastern region, moderate in the central region, and relatively weakest in the western region. By incorporating consumption environment optimization into the research framework of consumption vitality, and combining multi-dimensional indicator measurement with regional heterogeneity analysis, this paper expands the analytical perspective on the determinants of consumption vitality and provides empirical evidence for regionally differentiated optimization of the consumption environment and targeted unlocking of consumption potential.
